I've just helped a friend with the same problem. He's on a vista 64. Seems like windows defender had an update tonight and that is causing the problem. Installing 8.2 also and creating a new username + changed the portnumber didnt work out.
We did a systemrestore to the point before the windows-defender update and its all working again. Dont forget to set your update's to manually (Notice me and let me chose what updates to install)
Same problem here on my Vista 64bit, I hope that you come up with a fix soon.
Same issue: followed all the advice in the FAQ yet still postgres database still doesn't want to start for me.

Non-Dutch:
1.Go to your configuration screen, Automatic updates. Automatic updates: Change Settings. Checkbox: Notify me but don't automatically download or install them.
2. Go to Back-up center -> system restore.
3. Restore you PC to 09/03-2009 (so 1 before the Windows Update)
This is just a temp. solution. Seems like the FAQ about working around firewall/windows updates doesn't do the trick on this problem.
