Disable Popup

I'd like to turn off, click for stat pop-up. But would also like nothing to pop-up when I mouse over.

Is this possible?

You can increase the HUD Settings > General Settings > Advanced Settings > Popup hover time (ms) to a large number

or

Assign the 'blank/empty' popup from the top of the HUD Settings > Stat Appearance > Stat Settings > Popup: drop-down menu for each and every stat in your preferred HUD(s).
