    Default PFR calculation algorithm

Create report for PFR average and PFR by positions and set filter "Hero's position = CO" and result for PFR average(12.5) not the same like for PFR CO(11.8)(). If I delete one hand from data base

    PokerStars Zoom Hand #171124020840: Hold'em No Limit ($0.05/$0.10) - 2017/05/30 22:01:25 EET [2017/05/30 15:01:25 ET]
Table 'Aludra' 6-max Seat #1 is the button
    Seat 1: Saimo5 ($10 in chips)
    Seat 2: Shootnick88 ($10 in chips)
    Seat 3: OlegsP82 ($10 in chips)
    Seat 4: tigr6291 ($17.87 in chips)
    Seat 5: gesell1977 ($10.23 in chips)
Seat 6: fireshoe ($13.69 in chips)
    Shootnick88: posts small blind $0.05
    OlegsP82: posts big blind $0.10
    *** HOLE CARDS ***
    Dealt to OlegsP82 [Kc Ah]
    tigr6291: calls $0.10
    gesell1977: folds
    fireshoe: calls $0.10
    Saimo5: folds
    Shootnick88: folds
    OlegsP82: raises $9.90 to $10 and is all-in
    tigr6291: folds
    fireshoe: folds
Uncalled bet ($9.90) returned to OlegsP82
    OlegsP82 collected $0.35 from pot
    OlegsP82: doesn't show hand
    *** SUMMARY ***
    Total pot $0.35 | Rake $0
Seat 1: Saimo5 (button) folded before Flop (didn't bet)
Seat 2: Shootnick88 (small blind) folded before Flop
    Seat 3: OlegsP82 (big blind) collected ($0.35)
Seat 4: tigr6291 folded before Flop
Seat 5: gesell1977 folded before Flop (didn't bet)
Seat 6: fireshoe folded before Flop

Then for the report values are the same:
    PFR average(12.5) = PFR CO(12.5)

Seems that hand #171124020840 not included in "could raise" for PFR average and included for PFR CO.

    All hands = 17
    Raised hands = 2

    PFR average = 2 * 100 / 16 = 12.5
    PFR CO = 2 * 100 / 17 = 11.76

    Which stat is right ?

If you did not have an opportunity to raise, it does not count as an opportunity to raise. So if the player is All-in and you're last to act, it wouldn't be an opportunity to PFR, because you can't raise. So this could explain why there's still only 16 opportunities to PFR.

Sorry forgot to mention that HERO is "fireshoe".
At first "fireshoe" had opportunity to PFR but did call(limp), and after "OlegsP82" all-in he has only opportunity to call.
    Not a simple situation

And one more question. Don't you think this is a bug, that in PFR average and in PFR CO different values ?
