Note value not appearing in popup

I have a note (check call flop- lead turn) which does not display in the popups, instead it shows as '-'.

I have confirmed that for a particular player it does have a value by checking the following:

1) In the Test Environment option of NC I have taken a hand history from my database and run it through the test. I have confirmed that the note in question appears as 'Success'.
2) In the Player Note History I find the note displaying the following information:
[CvsFCB_OOP_LEAD_TURN]{}(5/36)
The Appears? Checkbox is OFF
Reason: Not enough spark points
PCT 13
Instances 5
Profit 66

I am assuming 'Spark points' issue only applies to the display of a Spark graph not to the NoteValue being displayed in a popup?

What other reasons could there be for a note that clearly has a value not being displayed?

That's a reasonable inference but not correct. Setting "minimum amount of spark points..." in the HUD options tab would cause a note not to be shown under any circumstances.

If you want to just not show graphs with few points it'd be done in file->settings->HUD
