cannot connect to PostgreSQL, but only after restart

I keep getting the "HM2 cannot connect to the PostgreSQL database server" window popup whenever I restart my computer.

BUT it only happens after restarting the machine ... AND it connects perfectly fine once I go through the steps via the wizard. It just like it keeps forgetting how to connect, but happily everything works out fine. It's a pain to keep having to do, but it's not catastrophic. Any ideas?

Running Windows 8. Looked this faq, but since I'm able to connect I don't think it pertains to me. Thanks.

Not sure what that means exactly. What's a secondary login setting? Basically these are the screens I see when I open HM2 after a system restart:

Like I said, this isn't catastrophic because I am actually able to get into my database once I go through the steps in the wizard, but it's weird/annoying nonetheless.

I use Norton Internet Security and I have pretty much every HM2, postgres, and poker site-related program in the exceptions list, and until recently, I've never had this particular problem with the exact same set up. Fyi, here's part of the exceptions list in Norton. (There are more though):

Secondary Logon is a Windows service and it needs to be set to automatic.
