Not all hands are importing, because they're not writing them to the file. We won't import incomplete data. There is nothing we can do about their decision to do this.

in that case I don't understand how Tiltbreaker is able to correctly track the number of hands but HM2 is not...if they are not written on the file?

The hero's folded cards are written, yes.
They haven't decided you can't import these hands. They actually did opposite. "Headers" are written to hard drive so trackers can import them and all our data can be correct. It more looks like you deliberately don't want to fix this issue for some reason.
Microgaming has made a decision to not provide cash game customers with all hand histories for games they are seated in.
Even though a Microgaming cash game player has posted blinds for the round, they will now only provide customers with a hand history if the customer directly contributed to a pot.
We are no longer importing Microgaming cash game hand histories because many stats are significantly skewed as a result of the Microgaming decision to not provide hand histories on all cash game hands.
We will continue to support Microgaming tournaments as all players are provided with complete hand histories.
