Actions sequence, stack in big blinds

Regarding Action sequences: Let's say I have a definition that's analyzing preflop 4bet hand ranges. When I set the min/max "stack in big blinds" for the 3rd raise (or the 4bet); is that specifying the stack before the hand, before the 4bet, or after the 4bet?

For Preflop it'd be before the hand started
