Also where would this stat be in popup designer under Notecaddy?

You make a definition for it. You use the "bystander" note option in the general tab.What If I wanted to see how opponents sees my Fold to steal percentage?
They are sorted by prefix and you can search by name also just like any NC definitionAlso where would this stat be in popup designer under Notecaddy?

The stat I asked above is how opponents view my Tot steal %. and now I need to create how opponent view what my Tot fold to steal % is.

Yeah if it's not there you would want to create it. You can do it with www.CustomPokerStats.com if you like. Your first 3 definitions in your first order are free.
If you want to try and do it yourself I'd recommend to check out the NoteCaddy Wiki. This short youtube video shows how to make a basic definition with action sequences https://www.youtube.com/watch?v=5d7MwKAPxKk.
I wasn't able to find hero fold to steal% in custom stats?
I decided to make my own, but have question how does notecaddy understand what action I want just by putting them in the description? I tried to learn by looking at hero_steal and modify and see what was written in description.
I assume notecaddy understands this in advance?

It doesn't know what action you want by just putting them in the description.. you have to use action sequences so that it knows what you're trying to do. The descriptions are just for you to make it easier to understand what you've done.
If you see the short youtube video about action sequences I posted before it should make it more clear.
