When you have a NC stat, that is not in default HM2.
Does this stat only works when NC made a bunch of notes on all your hands in the DB, or do they work just like normal HM2 stats and work for old HHs in your DB as well ?

"NC stats" are just notes being displayed as stats. Therefore you have to make notes on your database for it to work.
