Just make any definition using action sequences then specify bystander definition in the general tab of the definition editor and the note will be assigned to everyone other than the actual recipient

Just one problem left. The note appears to all players being on the table, I want that the note only appears on Villian. Is that possible?
That's not a bystander note then but rather a "assign note to enemy" which can be selected also in the general tab. You can also force NC to consider a certain player as the enemy by specifying it in the action sequences

I defined a "Bluff" via the General Strength section. Everything under Strength of 70 is a bluff for example. But the note is only written, if the strength is really under 70, so the Note is always something like "Saw River Bluff (3/3). I want the note to be written if the strength is about 70 as well. How can I do this?

Just one little problem left. In the note, I can see my opponents hand with what he called the River Bet. Is it possible to see my own hole cards?

Glad it's working! You could add "$enemycardrange" variable to the definition, then it should show the opponents hands (as well as the note recipient's).
