1/2/3/ Ideally, install both Windows + all important programs (HoldemManager, the pokerclient) + PostgreSQL + Roaming* to the new SSD.

The Roaming folder is this folder:
    C:\Users\{username}\AppData\Roaming\HoldemManager\Database
(to change the location of the Roaming folder either edit the location in pgadminIII, or *recommended* create a NEW database and reimport all your hands) When you create a new database, you can set the location of this folder.

4/ If you have 4+ GB RAM and a 64 bit operation system, I'd install PostgreSQL 9.2 (64 bit).
Do NOT install 9.1 or 9.3.
You may also install 9.0 or the default 8.4
