No. Strictly your expression doesn't return true or false, but 0 or 1. As 4568 > 1000 is correct it would return 1. Also see above.
The sample expression is what you want it to be. You can put up any calculation in that field. The relevant question here is for what it's used, for that see above.
It's definitly correct because the sample expression on itself isn't decicive for whether the definition is used. That is only so if you use a sample expression and a minimum # of samples in one of the examples above.
100 is the sample size used for each player when you put 100 as the sample expression.
