I see EP, Blinds, Button/Cutoff but dont understand the numbers.

I see EP, Blinds, Button/Cutoff but dont understand the numbers.
It's easy.
With the popup, VPIP is detailed by position.
EP = early position
MP = middle position
Genrally, good player fold a lot EP, which means their VPIP is low. If you see for example a very high VPIP in EP (after a reasonnable sample), the guy is probably a fish and don't understand the value of position.

The VPIP is an average of every VPIPs by position.
could you provide an example?
I dont understand if lets say I see a vpip of 30
but when I hover on the vpip # I get a popup that says

limped 5/23% (96)
raised 14/8% (73)
on the 1st column what does the 0/22% mean
on 1st column second row what does the (96) mean
