Whats the difference? In the first, does it count when cutoff opens, button 3bets, sb folds.. is this an instance?

Oh, say UTG limps, folded to SB, SB raises, UTG limper 3bets, SB folds, this must be included in the first stat? I guess that's the difference.

A resteal implies that there was a steal. The steal is opening in an unraised pot.

So the first will include hands where the SB raised vs limpers, the vs resteal will only be in an unopened pot.
