This looks at what % of your opening range you are 4-betting vs a 3bet.
So if you are opening 20% of hands from a position, then 4betting 5%, then theoretically, you are 4betting 1% of your range.

That post/conversation from 2013 was in reference to the players 4Bet Range compared to the total range of 100% of hands, not only the 20 percent of the hands he chose to PFR.
If you PFR 20% of 100 hands (20 total) and 4Bet 5% of those 20 hands (20*.05 = 1) then you are 4Betting 1% of your 'Total Range' while at the same time are 4Betting 5% of the hands you PFR'd.
