Impossible to move my database to another partition

I use the next guide:

Move Database to Another Hard Drive or Partition

After making all the steps, I restart my computer and run the HM but I get the following error:

The following error occurred when trying to open database: Failed to establish a connection to '127.0.0.1'

When I put the new location in E: I get an error but when I put the old location on C: HM starts correctly

My c: need help.

If this doesn't work for you restore the original configuration.
Make a backup of your database via pgadminIII.
Uninstall postgresql
Install postgresql on the new partition.
Create a new empty database via pgadminIII and restore the backup.
