need help postgresql, desperate

I have the problem that many had, cannot connect to postgreSQL, I uninstalled every spyware/antivirus prog I had, enabled, defender, firewall, UAC, reinstalled HEM, PostgreSQL, tried everything I could in the FAQ's and it still doesn't work, can somebody please help me?
