Ok, so I guess I'm not clear if I actually need to do the above step. I found it under Fozzy71's Sticky: How to Install HEM and PostgreSQL on a new PC. I've already done everything he lists before he says:
The only way I find the "Create a new UTF DB" is through :C>Program Files (x86)>RVG Software>Holdem Manager>right click on DBControlPanel>Run as Administrator>Connect>Create New Database>it then asks for "Database Name" and "UTF" is already checked under "Encoding", and then I can click on "Create DB"Start Holdem Manager and connect/create a new UTF DB.
On the same popup screen where I can click "Create New Database" it aleady lists holdemmanager (Holdem Manager), which is now set as ***DEFAULT DATABASE*** because I clicked "Set as Default."

Only create a new database, if your OLD database was corrupt.
If you only re-installed SQL (due to other problems) just use your old database again.
