Which Operating System, Firewall, and Anti-Virus are you using?
Comodo or Kaspersky by chance? Try uninstalling your security software and rebooting.
Windows Xp and Kaspersky.

If that doesnt help:
* Go into the KAV settings window.
* Navigate to the Service node.
* Here, turn on the Compatibility mode for programs using self-protection option.
If that does not work then find the "Heuristic Scanning" option in Kaspersky and disable that.
But I have old kaspersky anti virus 6, not internet security, and I even off kaspersky, but it not help...
Fozzy posted the steps for the older Kaspersky before.
Ok, it works, but it mean that I have to install other antirvirus? There is no way to fix that old kaspersky but unistall?
If none of the solutions I posted work then I suggest you find an alternative anti-virus. I recommend microsoft security essentials, AVG, and Avira.
