Why can't I purchase HEM with Neteller?

    Default Why can't I purchase HEM with Neteller?

    Hi,
    I tried for the second time to purchase a registration key through Neteller but it keeps giving me an error message saying "the account of the recepient is closed". What's with that?
    I compensated the 1.9% Neteller charge buy sending $148 instead of $145 but no luck. Any help would be appreciated, thanks
