What does it mean when it says player is in top/bottom %?

When I hover my mouse over the top left corner of HUD, it says player is "In the top/bottom % of players". Where is it getting this information, and what does it mean? Does it get the information from my own database, does it base it off of their stats or profit/winrate? It seems like small sample size could throw this information way off for individual opponents, and if it's basing it off my entire database of players, it seems that it would change the percentile place of everyone.

I just checked a fish, 64vpip, 185 hands, +30bb/100, top 24% of players. <- small sample
Pro reg, 28vpip, 140k hands, +3.7bb/100, top 16%.
Pro reg, 34vpip, 15k hands, +20bb/100, bottom 47% of players. <- Woah, wtf??

These are the normalized ranges.

50% is average.

Bottom 48 % means the player is slightly below average with this stat.
Top 48% means the player is slightly above average for this stat.

Top 10% means the player does this a ton
Bottom 10% means the player hardly performs this action.

If you look at the charts you can visually see this data.

This was developed with beginner players in mind. If you are hard core, then I'd stick with the number stats. You'll get much more on your screen at once.
