I think op means the very top bar of the program window. They are usually transparent.
Working fine for me.
Have you ran the windows 7 updates recently?

installed the lasted updates on my window 7 and lasted NET framework
Just a thought but have you got your theme set as an Aero Theme?
Just go to Control Panel > Appearance and Personalization. It looks like you may have a basic theme set, I could be wrong though.
This is due to the theme that you are using.
