How are these 3b stats built?

Call_vs_3b.EP.Blind

Call 3-Bet in EP when the 3-bet comes from the blinds

If UTG raise first in, BTN flats, and BB 3b, UTG call, BTN is still left to act will this be Call_vs_3b.EP.Blind be true?

Or will Call_vs_3b.EP.Blind only be true if hes truly IP when he calls and no one is left to act behind him?

Or are all fold, call, raise vs 3b based on there was no caller in between the raise first raiser and the 3better?

But 3B_vs doesnt tell me if UTG calls ip or oop in the example I gave, or if Call_vs_3b.EP.Blind is true when someone flats behind him when the blinds 3b?

I heard it is in regards of the 3better it can actually be so that is actually oop.
