installation problem???

hey guys,

i have tried to install postGRESQL 8.3.3 for like a thousand times, but everytime when the process was almost done with "starting service", it freezed and failed!! and an error message pops up that said "verify you have sufficient privilege",,,, i did some research online as well but could not get a clue,,, help me please,, this is driving me CRAZYYYYYYY
