Creating Database Error

I got past the connection screen by re-installing PostgreSQL.

Now, I have to create a new Database again and I encountered this problem.

Edit:

Tried this again and turned off the Firewall and still the same error message. PostgreSQL is definitely running. I went into the Services menu and it's "Started"
