I tried MSE and adding exceptions to the processes list and another list, of which I have forgotten the name. In the end, it still ended up being laggy. It got to the point where I could not use it...

When I select a report for 'today' and refresh, yesterday's results keep on appearing. This only seems to affect the 'Tournament Results' report.

To finish off this thread, the problem was narrowed down to Avast! anti-virus, which along with AVG and several other anti-virus softwares, which will cause hudfuncsapp and HM2.exe to lag...

I added the correct files to the firewall and made the postgres config edits. I still have issues with CPU that is way too high.
