I do not see the 're-raise vs cbet' stat you are referring to. Can you post screenshots and details of where you see this stat? It is most likely a simple error in the naming of the stat.
A 'reraise' (3Bet) can only happen if if there is already a bet and a raise in front of them.
It may be best if you first install HM3 if you haven't yet, then compare the HM3 version of these stats tot he HM2 version of the stat. A naming error should have been resolved if that was the cause, and if not you will at least be able to read the official definition for each stat in HM3's stat picker menus.

Preflop, the call is the 1st bet. That is why you have to fold if you do not continue, and cannot check. The raise is the 2nd bet. That is why the re-raise is a 3-bet preflop.
After the flop, there is no automatic bet. So the 1st person to bet is the first bet. A raise is a 2nd bet. So the 3rd raise to come in would be the 3-bet.
So now in your situation:
PFR C-bets. Caller Raises. PFR re-raises (3bets). This is the stat Fozzy showed

A '3Bet Pot' is any hand that someone 3bet during the preflop action.
If you own HM2 you should really try using the HM3 Beta as it has the definitions right in the software. The definition for these stats should answer most of these questions you have asked about HM2 stats.
