Postgres Install troubles

I have got a laptop recently, and have being having trouble getting postgres installed.

When i use the latest HEm2 installer 8544 i get error message saying: "postgres failed to install"

I have also downloaded the installer version 8.3.9-v1.0.7

The installer runs fine but gets stuck around 3/4 of the way on this folder creation process. Here is a screenshot: Attachment 163189

I am running windows 10, 64-bit OS, 6GB of RAM, Intel Core i5-2450 CPU@2.50GHz processor.

Older Postgres installers did not like this Windows update.

I am running a similar new pc and tried the Setup_8562 and _8563 after 8544 failed and am still getting errors ;(
