Since i do not remember the password to my old database i decided i would just make a new one but it doesn't let me do this and i have no idea how to delete the old one and have tried a few different things to no avail.

It says that it is unable to make a connection to the server as well.

all i would like to know is how to start from complete scratch. If i uninstall and delete the files in the postgres folder, it is NOT enough because the database still counts as existing. This is extremely frustrating and i'm not sure why it needs to be this complicating.

Try this FAQ http://www.holdemmanager.net/faq/afmviewfaq.aspx?faqid=66 and then if that dosent work uninstall, delete the PostgreSQL folder and then reinstall and choose a different username and password

I have poker tracker 3 and am trying to transfer over to HEM and am its making it very complicated to do so. When I finished deleting and reinstalling Postsql it says "The specific data directory appears not to be empty, If you have an existing database with the same major version number, you need to back up your database and create a new one" I then opened poker tracker 3 and said since postqrl is gone its not possible to open. What do I do, thanks in advance.

You need to delete the \postgresql folders that were not removed during uninstall.
