Raise First:
Raise First is similar to Pre Flop Raise except it doesn’t include 3bets as its only the 1st person to raise that has their Raise First stat ected and it doesn’t include raising limpers.

From what I read it's:
PFR = open raise + 3bet + raise limpers
Raise 1st = open raise

But this doesn't make sense since Raise 1st is almost always a higher number then PFR.

Could someone clarify further?

Raise first does not include the times that there are limpers or raises in front of you. So if you play 6 hands 5 of them had limpers in front of you and you fold. the other one you raise you would have a pfr of ~17% and Raise first of 100%

Do you mean that the Raise 1st is calculated over a smaller sample size, in your example a sample size of 1 hand? And PFR would include any hand, in this example 6?

Yeah PFR includes all hands. Raise first only includes the hands that the pot is unopened when the action is on you. so the samples will be different so the numbers do not have to be the same in any manner.
