Error upon start up of HEM

1. I did a system restore with my XP.
2. I reset my licence profiles in my HEM account.
3. I uninstalled Postgre, Holdem Manager (HEM), deleted all cookies and any related files on my computer.
4. I re-installed HEM using the latest version.
5. Now when i try to start HEM i am getting the following error message;

What do i need to ge HEM working again ?

First thing to do is: go to windowsupdate and take all they give.
