But I see the message: Failed to establish a connection to "127.0.0.1"

I reinstal postgre, but it me write problem with microsoft visual c+

What with this?

please reinstall your Microsoft .NET Framework:

1) Uninstall your current version with this tool: http://rvgsoftware.fileburst.com/dotnetfx_cleanup_tool.zip
2) Download and install this one: http://download.microsoft.com/download/0/6/1/061F001C-8752-4600-A198-53214C69B51F/dotnetfx35setup.exe
3) Try to register HM again
