My laptop has HEM with Postgre v3. New desktop has HEM with Postgre v4.
If I update to Postgre v4 on the laptop, can I then use the HEM backup utility to backup to flash drive from the laptop and then restore it using HEM restore utility on the new computer?

Would I have to somehow copy all the stats, hand histories, etc from the Postgres v3 to the Postgres v4 database after I upgrade in order to make the transfer of files to new computer possible? If so, which files/folders would I need to copy from Postgres v3 to Postgres v4?

You can use backup-restore only if you have the same version of Postgre on both computers. If so - it must work.
8.3.x - and 8.3.x
or 8.4.x and 8.4.x
(x don't matter)

The best way to migrate from 8.3 to 8.4 is to import all original HH from archive into new 8.4 database.
But if you don't have all HH and summaries in archive, do this (with old DB):
Export and Import your Hand Histories

Export any tourney summaries by selecting all your tournaments in the Data View Sub-Tab of the Tourney > Results Menu and choose Export Tourney Results and summaries

and then import all this stuff in a new DB
