Tried practically everything, don't know what to do.
I'm on Windows xp. Anymore information required just let me know i'm at wits end here :mad:

You are trying to install postgresql or was it working before?
are you using any 3rd party firewall, anti-spyware, adaware, tuning or registry cleaning programs? and if yes which ones?

Not got any firewalls or anti-virus up as far as i'm aware, and I have cc cleaner that's about it. I've never had it working (just downloaded now).

Run a manual Windows Update and install ALL updates (also non-critical .net framework updates)
The secondary logon service is a standard windows service which is available on every windows computer. In the latest versions it is not started automatically. You need to start it via control panel > administrative tools > services. Starting it once should insure it works in the future also.
If 8.4 won't install although the secondary login is running.
Try 8.2.20 instead from PostgreSQL: The world's most advanced open source database (http://www.postgresql.org)

Unzip the zip file first before you run the installer. (run the small .msi file)

Is the postgresql windows service running?
Can you connect via pgadminIII?
If not please try to install it to a different folder or partition like c:\postgres or d:\postgres
