Start-up error

[High-Tower]

Hi guys,sorry for the trouble but Im having a little bother in setting up Manager...

I have my UAC on Vista switched off, all files unzipped and Postgres downloaded and installed correctly ( I think ),

However,when I try to open Manager,Im getting the following error....

Failed to establish a connection to `127.0.0.1`

Anyone got any ideas on what Im doing wrong please ???
