PostgreSQL won't install properly

I have been trying to get postgresql to install for a couple days now and it will not work. At the end when it is supposed to initialize database it says,
"The program "postgres" is needed by initdb but was not found in the
same directory as "C:/Program Files/PostgreSQL/8.3/bin/initdb".
Check your installation."

I have gone to http://www.nabble.com/BUG--3980:-Can-not-Install-PostgreSQL---error-at-the-end-of-installation-td15635482.html (http://http://www.nabble.com/BUG--3980:-Can-not-Install-PostgreSQL---error-at-the-end-of-installation-td15635482.html) and am having the same problem but nothing on that page works for me. I tried not installing the database and doing it manually from the command prompt and it still did gave me the same error message.

I have windows vista and uac has always been disabled on my computer. I have tried installing it about a hundred times and delete the folder and files everytime when it does not work before I try again.

would it be possible for myself to also get a one on one time. I have tried installing it 20+ times and get an error message at the end of the installation calling my password weak even though it is 20 characters plus numbers. I have tried everything, but cannot get it to work.

I already did it, but your solution didn't work. I get all the way through installation and when its 3/4th done it stops showing the error
user 'postgres' could not work due to a weak password! even though my password is over 15 characters in length and contains numbers??
