Problem With Bystander Note

Hello,
I am having issues getting a bystander note to appear in the note popups of bystanding players. The note was originally part of the Malkovich collection that was posted on the Assaultware website, but stopped working after a recent Notecaddy update. I recreated the note myself, and I believe that it should work properly. If you could take a look and let me know what the issue is, it would be much appreciated!

2.5.1.6 have some beta problems. Please update to 2.5.1.7 http://forums.holdemmanager.com/notecaddy/525582-notecaddy-2-5-1-beta.html and reset notes
