Syntax of Filters?

Could you please explain why some filters have "False" at the end and others have "True"?

For example (somewhat related to my last question), the following filters to determine if the board is paired:

Paired:
FLOP_PAIRED,PKH.FlopHandValue,EqualTo,32,True

Not Paired:
FLOP_PAIRED,PKH.FlopHandValue,In,0~69,False
