How to show main popup when using panels

I have two panels, one over the avatar, and one under the avatar at fulltilt.. Where can I click to get up the main popup? There is no black space that doesnt pop up some other popup..

hud options-> table preferences--> turn off click for popup

hud options--> player preferences--> stats tab--> check if the popup "sample" is assigned to all the stats.

If it is, you should be able to click on any stat in the HUD to have the main popup appear.
