Installing HEM, won't start, says need .NET Framework

Just installed HEM, already has posgresql on, but HEM won't start, says "To run this application, you must first install one of the following versions of the .NET Framework: v2.0.50727.

I uninstalled HEM, and installed both HEM and posgresql, but same problems.

Please reinstall your Microsoft .NET Framework:

1) Uninstall your current version with this tool: http://rvgsoftware.fileburst.com/dotnetfx_cleanup_tool.zip
2) Download and install this one: http://download.microsoft.com/download/0/6/1/061F001C-8752-4600-A198-53214C69B51F/dotnetfx35setup.exe
3) Try to register HM again
