I bought 1m hands for 1-2 and I've been pretty successful, I'm thinkin of buyin 1m hands for 2-4 and i'll probly buy more as I move up.

At some point, will having too many HH start to slow down HM? Has anyone else experienced this?

Maybe when I move to 3-6 and buy more HH I should clear my database and start fresh?

Relational databases like Postgresql always become slower the more data you have in them.
But the HM database should have no problems with millions of hands - of course this depends on your computer configuration.

You can always delete the mined hands and keep the stats FAQ - Hold'em Manager Poker Tracking Software :: Purge Hands (http://faq.holdemmanager.com/questions/197/Purge+Hands)
and you should maintain your database:
