I have a problem with secondary logon - it doesn't exist on my computer. It's not under services so I have to reinstall it in some way. The only solution I seem to have found is reinstalling windows - is there any other way around this?

Which Operating System are you using?
English version?

The secondary logon service is a standard windows service which is available on every windows computer. In the latest versions it is not started automatically. You need to start it via control panel > administrative tools > services.

Are you using a special stripped version of Windows.. like Windows-ICE, which is missing some key components?

Sorry, I'm using Windows Xp.
I've looked in the services directory and there is no secondary logon (or runas) option.
I had a friend install xp on this computer for me so what I am guessing is he didn't do it properly?
Is there any other thing I can do or am I resigned to reinstalling windows?

In Control System--> System-->
Check if your XP is updated to Service Pack 3.

If it only displays XP or (Service Pack 1 or 2) update to Service Pack 3.

If the Secondary Logon then is still "missing" most likely your friend installed a stripped Windows version. (where some components are not uninstalled to save diskspace), and you'll have to reinstall Windows.
