We discussed this question some weeks ago and we updated our FAQ:
FAQ - Hold'em Manager Poker Tracking Software :: Stat Definitions (http://faq.holdemmanager.com/questions/95/Stat+Definitions)

Flop CB Bet the flop after being the Pre Flop Raiser Preflop
...
Flop Raised Pot CB How often player Cbets after there was a raise preflop. (This stat is written wrong and it should read flop Continuation bet raised Pot.)

the minsample is for the spots

The first stat only counts for the original preflop raiser, the other one for 3bets and other situations too
