I have a bunch of 2.5G files in directories like this:

C:\Users\[user]\AppData\Local\Temp\1f545a04-a2e0-45c9-a687-ee318ce0ab7c\dbs\holdemmanager.sql

What's up?

I had a crash recently. Are these temp files that aren't cleaned up, necessary files, or what?

That folder... is what in the good old DOS days was: C:/TEMP (or C:/TMP)
It's your main Windows temporary folder.

Where ANY file you download, and any incomplete task your computer is working on is stored.
If you run a HoldemManager backup and restore (or backup and restore in pgadminIII) it will create the temp files in that folder.
Most programs will delete those files if you ABORT the process (or the download of a file is finished)... however sometimes that doesn't happen.

Therefore, you can DELETE ANY files in that folder.
And I think if you have a program such as CCleaner from Piriform (free) it also auto-cleans that folder if you run CCleaner.
