This is caused by an overhang bug, bugticket HM-6465
hud options--> config properties--> the overhang should not be set to 0 (set it to for example 400)

Though at the moment the overhang isn't working properly. You temporarily shouldn't move panels to the top (where it overlaps with the top window bar).
