Restore HEM through a copied PostgreSQL folder

I recently formatted my entire drive. I had trouble backing up the database through the utility built into HEM. So I just copied the whole PostgreSQL folder. What steps do perform to do a complete restore on my clean Hard Drive from the saved folder?
