I saw and aritical about runngin HM on an external drive, but the artical warned against it due to the speed of usb and harddrive not being equal the speed of the internal data bus.
If I were to configure HM with an External SSD would the speed of the ssd make this configuration more suitable? How about the Holdem Vision?
My reasons for wantng this is to have a portable db so I can use it on my laptop or desktop.

I guess you want to run Postgresql on the external hdd?
There is no need to run HM on this disk.

But in my opinion this is a very unreliable configuration. Please make regular backups of your database and take care that you are always stopping the postgresql service before mounting / unmounting the USB disk
