A fresh MS Windows 7 Ultimate 64-bit install and the first thing I did when I got it running was disable UAC, add exception in Windows Firewall (also tried disabling it) and edited etc\hosts file.
Tried both combopack from HEM and latest 9.x version from postgresql.org.
EDIT (WITH SOLUTION): Went to (Control Panel ->) Administrative Tools -> Computer Management -> Local Users and Groups -> Users and clicked on properties for Administrator where I unchecked "Account is disabled". Also set a password for the account.
Then I logged off my current user and logged into Administrator and ran the installation from that account, everything went smooth and now postgreSQL runs in my other account as well.
