Relation between CB flop & Turn CB

Let me know if I am getting this right:

If someone cbets say 80% on the flop and turn cbets 20%, we are talking about 20% of his 80% flop cbet range right?

YES. If he makes the cbet on the flop--> you can expect a second barrel on the turn 20%.
