Is your XP uptodate (Service Pack 3, Windows Updates, Microsoft .net Framework 3.5)?
Microsoft scripting host activated?
Any 3rd party firewall?

Please try to download and install Postgresql 8.4 from PostgreSQL: The world's most advanced open source database (http://www.postgresql.org).
If that fails try version 8.3.
If that fails too please come back with the error messages you receive.

Tried version 8.3 but got this error during installation.

"Problem running post-install step. Installation may not install correctly
Error reading file C:/Program Files/PostgreSQL/8.3/datapostgresql.conf"

"wsh" is activated
Microsoft.Net 3.5 SP1

Which 3rd party firewall are you using? It may disturb the installation although its disabled.
